The thick sheet of ice frozen on the relations between India and Pakistan seems to be melting a little. Indications from the past few days suggest that the doors of talks may open again. Not bilateral, but the National Security Advisors (NSA) of India and Pakistan may soon be seen on one platform. India has called an international conference on Afghanistan in which an invitation has also been sent to Pakistan.

Change the equation with the entry of Taliban!
Earlier this month, India sent three senior officers to Pakistan for SCO anti-terror exercise. In February 2021, due to back-door talks between the two countries, a new agreement was reached on the 2003 ceasefire agreement. With the Taliban taking power in Afghanistan, the regional balance has changed. In such a situation, if India is giving signals of talks to Pakistan, then there has been some warmth from Pakistan’s side as well. On Saturday, Pakistan Foreign Ministry spokesman Asim Iftikhar said that “based on policy, his country wants to continue the ceasefire along the Line of Control”.

Will Pakistan NSA come to India?
The conference to be held in Delhi will be chaired by NSA Ajit Doval. Apart from Pakistan, Russia, China, Iran, Tajikistan and Uzbekistan have also been invited for the conference. It will be interesting to see what role Pakistan plays in the conference. Whether or not Pakistani NSA Moeed Yusuf will come to India and attend the conference is also a question.

India has repeatedly said that through talks, Pakistan will first have to crack down on terrorist groups operating from its soil. However, there have been enough indications that India is not averse to working together if it is serious about taking action on cross-border terrorism.

Why is there hope?
If Yusuf comes to India, all eyes will be on his journey. The last time an officer of this level from Pakistan came to India in 2016. Sartaj Aziz, Adviser on Foreign Affairs to the then Prime Minister Nawaz Sharif, was in Amritsar for the ‘Hearts of Asia’ conference. Yusuf is one of the NSAs to whom India had also invited for the proposed conference in May this year. Then the conference could not take place due to the second wave of Kovid-19 in Delhi.

According to the Ministry of Home Affairs, between 2010 and February 2021, there were more than 14,000 firing and ceasefire violations along the LoC. When India and Pakistan again reached an agreement in February, many experts saw it as the first step towards talks. Whether it is the restoration of the High Commissioners or the organization of the SAAC conference in Pakistan and the restoration of business relations, there was hope of improving relations between the two countries. However, the change of power in Kabul has happened according to Pakistan’s mind and India is skeptical about the attitude of the new regime. The threat of cross-border terrorism has increased.

The talks between India and Pakistan have been going on behind the scenes. The result of back-door talks between the military and intelligence officials of the two countries appeared in February 2021. Both India and Pakistan agreed to abide by the 2003 ceasefire agreement. Since then, there has been a significant reduction in ceasefire violations along the LoC. However, there has been an increase in infiltration and terrorist activities in the month of September-October. In early October 2021, India sent a three-member team to Islamabad to participate in the SCO Anti-Terror Exercise.
