In Gorakhpur district, despite the provision of mandatory ISI standard helmet for buying two wheelers under the MV Act, most of the showroom operators in the city are not doing so. Actually, there is no option to enter the helmet receipt number in the online registration, only the showroom operators are taking advantage of it.

Helmet receipt was mandatory in offline registration, but due to the end of this system in online, the officers of the Divisional Regional Transport Office are also unable to curb these showroom operators.

Under Rule 138F of the Central Motor Vehicles Rules 1989, the showroom operator is required to provide the ISI standard helmet to the customer along with the two wheeler. Helmet receipt will also have to be attached in the document of registration. According to ARTO Shyamlal, the rule of applying helmet receipt along with bike registration application is in force for five years. When the applications were offline, it was mandatory to affix the receipt in the application form. Currently the registration application is made online, there is no option to put helmet receipt.

Most of the showrooms are giving two wheelers to the customers along with accessories ranging from Rs. These include footrests, seat covers, grip covers, sari guards, etc., but not helmets. Vishal, an agent of a bike showroom in Mohadipur, says that helmets are not provided with the bikes. If a customer demands, then a branded company helmet is given by charging an additional 1000 rupees.

The agent of a showroom located on Gorakhpur Deoria Marg said that helmets are compulsorily given along with the bike, but for this, seven and a half hundred rupees are charged from the customer. Virendra Yadav, an agent of another bike showroom located in Mohaddipur, said that there is a rule to give helmets only for a fee, most of the customers themselves refuse to take the helmet, so the one who asks is given a helmet for a fee.

According to the rules, if a customer already has a helmet, then he has to give proof of it. The vehicle is given from the showroom only after bringing the helmet. But, the showroom operators are violating this rule. Proof of helmet is not taken from most of the customers.
